The commanding officer of any base, fort, arsenal, reservation or other installation operated by the Armed Forces of the United States may authorize a decal or set of decals to be affixed to the top center of the windshield of any vehicle operating on such facility. No part of the decal or set of decals may extend more than six inches below the top of the windshield. The decal or set of decals may not exceed in size a rectangle approximately four inches wide by two inches high.
