The commissioner shall establish one or more offices in each jurisdiction in which the program is established. These offices will be staffed with administrative law judges, supervisors and clerical personnel adequate to carry out the provisions of article 2-A of the Vehicle and Traffic Law. The locations and hours of operation of each office will be established by the commissioner. Such information shall be indicated on any summons issued. A change in hours and/or location will not affect the validity of any summonses.
