(b) A vehicle, some uses of which are in the special purpose commercial category but which is also used for other purposes, must be registered as a regular commercial vehicle regardless of the percentage of use in each category.
(c) No full-track vehicle shall be registered or allowed to use public highways. No half-track vehicle with a metal track shall be registered or allowed to use public highways. A half-track vehicle with a rubber track may be registered under this Part if it qualifies otherwise.
(d) When a combination of vehicles is registered as a special purpose commercial vehicle, the power unit must always remain with the towed unit. Separate use by either on the public highways requires separate registrations.
