On and after the effective date of this Part, every enforcement agency and every police officer issuing tickets for traffic violations, except parking, standing or stopping, shall use a uniform traffic ticket prescribed by this Part. Any uniform traffic ticket which conformed to the regulations in effect immediately prior to September 1, 1971 may continue to be used as provided in section 91.14 of this Part.
