To deter theft of his or her motor vehicle, a registrant may participate in the Watch Your Car auto theft prevention program established by this Part. The presence of a Watch Your Car decal on a motor vehicle shall identify that vehicle as one that is not normally operated between 1 a.m. and 5 a.m. or driven across or in proximity of international land borders or ports.
