Section 71.1 - Introduction

As part of the anti-theft program, the Legislature enacted chapter 976 of the Laws of 1981. This legislation requires or authorizes the Commissioner of Motor Vehicles to promulgate regulations concerning the issuance of new vehicle identification numbers and part identification numbers, determining when an identification number is destroyed, removed, altered, defaced or effectively concealed and deciding the steps to be followed in notifying a true owner of the recovery of a stolen vehicle or part.
