This regulation shall take effect immediately and shall apply to all passenger cars manufactured or assembled after January 1, 1968. These regulations shall take effect with respect to other motor vehicles when the United States Department of Transportation, pursuant to the National Traffic and Motor Vehicle Safety Act, promulgates identical standards for such vehicles.
