Vehicles or combinations, subject to these regulations, operated by a manufacturer, transporter, dealer, or his agents or employees, and which are being transported for the purpose of weighing, testing, dismantling, transporting or delivering the same, or for the purpose of moving such vehicles in connection with making installations thereon, or improvements or repairs thereto, must be equipped with splash guards, but these may be attached to the vehicle in other than a permanent manner.
