Speed capability, vehicle profile and equipment of a motorcycle are the primary characteristics to be considered in determining whether a motorcycle is unsafe for operation on the public highways. A registration pursuant to section 410 of the Vehicle and Traffic Law will be issued for a motorcycle, other than a motorcycle-type vehicle which is designed and primarily used for a purpose other than for the transportation of persons or goods, only if such motorcycle:
