The division is the single State agency designated to administer and supervise the State plan for substance abuse services. Under that plan, coordinated Federal and State assistance is made available to necessary substance abuse programs directly, or through designated local agencies on the basis of local comprehensive plans developed and submitted by the local agency and on behalf of programs within the locality served by the local agency.
