Section 595.1 - Background and intent
(a) The purpose of residential programs for individuals diagnosed with a severe and persistent mental illness is to provide residential services which support and assist individuals with their goal of integration into the community. Residential programs shall have a rehabilitative focus. Residential programs shall be responsible for engaging a resident in rehabilitative services consistent with the individual's desire, tolerance and capacity to participate in such services.
(b) The rehabilitative focus of a residential program provides for improved resident independence, choice and outcomes. This is fostered by the development and implementation of an individualized written service plan which shall be based upon psychiatric rehabilitation principles of participation and individual resident choice. An individualized written service plan shall be developed with the resident.
(c) The purpose of residential programs is to provide an array of rehabilitative and supportive services. Such services may focus upon intensive, goal-oriented intervention, within a structured program setting, to address issues identified by and specific to a resident's needs regarding community integration or goal oriented interventions which focus on improving or maintaining resident skills that enable a resident to remain living in community housing.
