Section 583.10 - Advisory board
(a) It is the purpose of the advisory board to the pre-admission certification committee to represent the interests of children in the region relating to the need for services provided in residential treatment facilities.
(b) The advisory board shall be designated as follows:
(1) The Commissioner of the Office of Mental Health shall consult with the Conference of Local Mental Hygiene Directors and other State and local government officials to develop a list of recommendations for membership on the advisory board to the preadmission certification committee.
(2) The commissioner shall recommend at least five persons.
(3) The preadmission certification committee shall designate the members of the advisory board from the recommendations.
(c) The advisory board shall consist of five members, with at least one person representing local government, one person representing voluntary agencies, and one person representing parents of children with mental illness.
(d) The membership of the advisory board shall be designated for staggered terms of three years.
(e) The advisory board shall have the following responsibilities:
(1) to meet at least quarterly with the preadmission certification committee;
(2) to review the monthly reports of the preadmission certification committee;
(3) to identify, in consultation with the preadmission certification committee, information that will be of assistance to the preadmission certification committee in determining the priorities for admission to residential treatment facilities in the region; and
(4) to visit residential treatment facilities at the request of the preadmission certification committee. Such visits shall be relevant to the function of the preadmission certification committee regarding the maintenance of current data on the residential treatment facilities within the region. Reasonable notice shall be provided to the residential treatment facility regarding visits of the advisory board.
(f) The advisory board shall maintain the confidentiality of information relating to individual children in accordance with the requirements of section 583.7(g) of this Part. The advisory board shall have access to information obtained by the preadmission certification committee but shall not be provided with duplicate copies of such information.
