Section 583.1 - Background and intent
(a) Chapter 947 of the Laws of 1981 authorized the establishment of residential treatment facility for children and youth. The legislation established procedures for admission to residential treatment facility for children and youth, designated pre-admission certification committees to carry out these procedures, and provided for advisory boards to the pre-admission certification committees.
(b) The purpose of the pre-admission certification committees and their advisory boards is to assure uniform access to residential treatment facilities for children and youth regardless of the current placement or source of referral of an individual child.
(c) The purpose of these regulations is to provide for the establishment and operation of the pre-admission certification committees and their advisory boards; to articulate the criteria for determining the eligibility of an individual for admission or transfer to a residential treatment facility for children and youth; and to specify the procedure to be used in determining eligibility and certifying individuals as the pre-admission certification committee's priority for admission or transfer to a residential treatment facility for children and youth.
