Section 463.4 - Notice of hearing(a) The notice of hearing shall state the date, time, place and purpose of the hearing and shall be sent to the party appealing, to all other parties affected and to the commissioner at least five days before the date of hearing.(b) In the event that an attorney-at-law, or a representative-at-law files with the board a notice of appeal on behalf of any party, or appears at a board hearing on behalf of a party, or submits a brief or memorandum or statement on behalf of any party or files with the board written notice that he appears for any person who is involved as a party in a case or proceeding pending before the board, copies of all subsequent written communications or notices sent to such party therein (other than subpoenas) shall be sent, at the same time, to such attorney-at-law, or representative.N.Y.
