Where oral argument or the taking of additional testimony is permitted, the Medical Appeals Unit shall fix a time and place for such argument or for the taking of testimony, and notice thereof shall be given by mail to the appellant, or appellant's attorney if there is noted the appearance by an attorney, and to the county medical society or the workers' compensation committee of a county medical society, as the case may be, from the findings and recommendation on which the appeal was taken.
