If the county medical society or the workers' compensation committee of the county medical society, as the case may be, shall fail to recommend approval of any such application, whether for authority to render medical care, or for rerating, or for a medical bureau or laboratory, or other laboratory or bureau, it shall promptly notify the applicant thereof in writing. The applicant may, within 30 days from the date such notice was mailed, appeal in writing to the Medical Appeals Unit.
