Any trainee referred to and attending a training course established in accordance with the provisions of article 23-A of the Labor Law at a facility beyond commuting distance from his regular place of residence, and who establishes a temporary residence near such facility, shall be paid a subsistence allowance for each day he stays overnight at that temporary residence during the period of the training course.
