Upon completion of proceedings, the hearing officer shall issue a decision and submit the record of the case to the board. The record shall include the petition, response, notice of hearing, motions, rulings, orders, stenographic report of the hearing, stipulations, exceptions, documentary evidence, any briefs or other documents submitted by the parties, objections to the conduct of an election or conduct affecting the results of an election, and the decision of the hearing officer. Exceptions to a decision by a hearing officer may be filed pursuant to section 253. 22 of this Title.
