Nothing in this Part shall apply to products, fabrics or related materials in inventory or trade as of the date on which the standard applicable thereto becomes effective, provided however, that in order to effectuate the purposes of article 29 of the General Business Law, such exemption may be withdrawn or limited under conditions prescribed by the Industrial Commissioner.
