These rules and regulations are promulgated pursuant to article 11 of the New York State Public Health Law by the New York State Department of Health. In addition, these rules and regulations were duly promulgated by the Commissioner of the Department of Environmental Protection of the City of New York and became effective on May 1, 1997, pursuant to article of the New York State Public Health Law and section 24-302 of the the New York City Administrative Code, as approved by the Commissioner of the New York State Department of Health.
