The state agency shall conduct at least one public hearing on proposed new or revised rules/policies. The public hearing shall be conducted in Santa Fe or at the place identified in the notice. The state agency may conduct additional public hearings in other locations of the state to provide for greater opportunity for public comment. Such additional hearing shall be publicized in accordance with subsection 4.1 [now Subsection A of 9.2.1.11 NMAC] above. Individuals providing oral testimony at the public hearing(s) may be required to submit written copies of their testimony for consideration.
