The regulations set forth herein, have been promulgated by the secretary of the New Mexico children, youth and families department, by authority of the Children, Youth and Families Department Act, Section 9-2A-7 NMSA 1978, and the Child Care Facility Loan Act, Section 24-24-1 et seq NMSA 1978, in conjunction with the New Mexico finance authority.
