The purpose of these rules and regulations is to promulgate standards for the maintenance and operation of all juvenile detention facilities including standards for the site, design, construction, equipment, care, program, personnel and clinical services. The department shall certify as approved all juvenile detention facilities in the state meeting the standards promulgated.
