This rule provides adjudicatory procedures for licensed health facilities: administrative appeals of the initial denial of an annual license; of an emergency prehearing suspension of license and of emergency intermediate sanctions; of department action denying renewal, suspending, or revoking a license, or of the department's imposition of an intermediate sanction or civil monetary penalty; and of a cease and desist order.
