The principal and original parties to a hearing conducted under this rule shall be the appropriate agency of the department, and the applicant or prospective licensee, the licensee, licensed medicaid provider applicant, or the recipient of a cease and desist order, depending upon the nature of the hearing. Generally, intervenors are not allowed to participate as a party.
