Section 4.3.6.7 - DEFINITIONSA. "Breed rules" means guidelines that govern a specific breed or type of horse.B. "Commission" means the regulating body of the New Mexico state fair that shall prepare, adopt, publish and enforce all necessary rules for the management of the state fair.C. "General manager" means the general manager of the New Mexico state fair, or his/her designee.D. "Horse exhibitor" means one who owns or shows horses.E.
