Part 50 shall apply to all persons regulated under the Pesticide Control Act, including but not limited to private applicators, commercial applicators, non-commercial applicators, public applicators, pest management consultants, pesticide dealers and pesticide manufacturers, and to all activities relating to the distribution and use of pesticides.
