Conformity determinations must be determined according to the consultation procedures in this Part, and according to the public involvement procedures established in compliance with 23 CFR part 450. Until this Part is fully approved by US EPA as an implementation plan revision, the conformity determination must be made according to the procedures in 40 CFR 93.105(a)(2) and (e).
