Transportation plans and TIPs must be fiscally constrained consistent with US DOT's metropolitan planning regulations at 23 CFR Part 450 in order to be found in conformity. The determination that a transportation plan or TIP is fiscally constrained shall be subject to consultation in accordance with 20.2.99.116 NMAC through 20.2.99.124 NMAC.
