No person owning or operating gas-burning boilers in conjunction with a gasification plant shall permit, cause, suffer or allow sulfur dioxide emissions to the atmosphere in excess of a total of 0.16 pounds per million British Thermal Units of heat input (lower heating value) fed to all boilers.
