If any county, city or other local governmental authority has concurrent jurisdiction over any matter covered in this rule and such authority has adopted more restrictive requirements, conditions, or procedures, those requirements, conditions or procedures shall apply. Nothing in this rule shall be construed to limit the right of local governmental authorities to regulate these matters as authorized by law.
