The provisions of the Natural Gas Transportation Rule shall apply to the rates, terms, and conditions of the Transportation of natural gas by a Public Utility for a Seller or Purchaser of natural gas. This Rule also applies to the release, sale, or other assignment by a utility of natural gas or natural gas purchase rights to the extent permitted by the Public Utility Act, NMSA 1978, Section 62-1-1et seq.
