In order to apply for the New Jersey World Trade Center Scholarship, the student must annually complete a scholarship program application and submit it to the Higher Education Student Assistance Authority. The Authority will determine whether the student is eligible for the scholarship pursuant to N.J.A.C. 9A:9-7.4.
