General provisions for the Tuition Aid Grant and Garden State Scholarship Programs, which pertain to residency set forth in 9A:9-2.2; noncitizens and resident aliens, set forth in 9A:9-2.3; award adjustments, refunds, and collections, set forth in 9A:9-2.1 2; check endorsements, set forth in 9A:9-2.1 4; and accounting and auditing standards, set forth in 9A:9-2.1 6, shall be in effect for this Program.
