An on-site inspection of the construction of the physical plant shall be made by representatives of the Health Care Plan Review Unit to verify that the building has been constructed in accordance with the architectural plans approved by the Department. The Department may choose to accept an equivalent inspection by a local agency in lieu of an inspection by representatives of the Health Care Plan Review Unit.
