The rules are intended to implement the provisions of EFCFA, specifically 18A:7G-3, 9.b(3), and 13.d, which require the Commissioner to promulgate rules requiring school districts to have comprehensive maintenance plans for school facilities and to make the appropriate investment in the maintenance of school facilities.
