Any person included in the scope of this chapter, as specified in N.J.A.C. 3A:14-1.2(a), shall refer to N.J.A.C. 3A:5, Dispute Resolution and N.J.A.C. 3A:51-2.5 to determine if he or she has any opportunity available to resolve a dispute with the Division.
