In any penalty proceeding undertaken by the Commission pursuant to 19:25-25.7 or 25.8, or statutory authority, the Commission may enter a final decision, including penalty, against any respondent who fails to file with the Commission a written responsive pleading or answer within 20 days after service on such respondent in conformity with the rules of the New Jersey Office of Administrative Law of a copy of a complaint alleging a specific violation of the law within the Commission's jurisdiction to enforce.
