N.J. Admin. Code § 19:25-2.4

Section 19:25-2.4 - Release of documents

(a) A copy of a report filed with the Commission pursuant to the New Jersey Campaign Contributions and Expenditures Reporting Act (19:44A-1 et seq.); the Uniform Recall Election Law (19:27A-1 et seq.); the Gubernatorial Legislative Disclosure Act (19:44B-1 et seq.); and the Legislative and Governmental Process Activities Disclosure Act (52:13C-20 et seq.) shall be made available for public access within seven business days after the date on which that report is required to be filed with the Commission.

(b) No original filed document referred to in 19:25-2.3 shall be released from the custody of the Commission except upon express written direction of the Executive Director or upon court order.
