In any proceeding provided in N.J.A.C. 18:23-10.6, Determination of rights, the court may, at the insistence of the Attorney General appoint a receiver to enforce the State's lien, or upon certification by the Director that it is in the public interest, appoint a receiver with all the powers of a receiver in equity.
