Any person who, without permission or authority and for the purpose of evading or circumventing any law of this State, alters, manipulates, replaces, or in any other manner tampers or interferes with, or causes to be altered, manipulated, replaced, tampered, or interfered with, a totalizer, or who operates a pump not equipped with a sealed totalizer required by this chapter, is guilty of a crime of the fourth degree.
