The rules contained in this chapter are for the purpose of describing and explaining the application and implementation of the Petroleum Products Gross Receipts Tax Act, N.J.S.A. 54:15B-1et seq., and any subsequent amendments. The scope of the rules is derived from the statute and the chapter is proposed and adopted pursuant to it.
