N.J. Admin. Code § 17:12-4.1

The purpose of this subchapter is to set forth the procedure for using agencies to file complaints related to contracts arising as a result of procurements conducted under the provisions of 52:34-6 et seq. If a using agency does not use this complaint process, the State does not waive any of its rights or remedies available at law or in equity.
