An application for the use of a special census for the receipt of aid pursuant to N.J.S.A. 18A:74-3shall be submitted in writing to the State Librarian for transmittal to the State Treasurer on or before October 15 of the year preceding that in which the special census would be used as a basis for the payment of per capita State Aid. The application must include the new census figure to be used and written verification from the United States Bureau of the Census.
