N.J. Admin. Code § 14:9-1.1

(a) This chapter shall apply to any water utility or wastewater utility, as defined at N.J.A.C. 14:9-1.2, which constructs, operates, and/or maintains plant and/or service connections for providing water and/or wastewater service.(b) In addition to complying with this chapter, each water and/or wastewater utility described at (a) above shall also comply with the applicable provisions of the Board's rules for all utilities at N.J.A.C. 14:3.(c) A utility may obtain a waiver of one or more requirements of this chapter in accordance with N.J.A.C. 14:1-1.2(b).N.J.
