(a) This chapter shall govern the operation of all electric distribution companies (EDCs) operating within the State of New Jersey.(b) In addition to complying with this chapter, each EDC described at (a) above shall also comply with the applicable provisions of the Board's rules for all utilities at N.J.A.C. 14:3.(c) For the purposes of this chapter, the act of any person, as defined at N.J.A.C. 14:3-1.1, acting on behalf of an EDC, shall be deemed to be the act of the EDC.N.J.
