Section 13:95-21.5 - Initial response to an unusual incident or event(a) Upon the occurrence of an unusual incident or event, as defined in N.J.A.C. 13:95-1.3, the Superintendent or designee shall immediately notify the Office of Investigations by telephone.(b) Pending arrival on the scene of Office of Investigation personnel, the Superintendent or designee shall assign a custody supervisor with a rank not lower than sergeant to secure and/or cordon off the location of the incident or event, as appropriate.(c) No one, including non-custody staff and custody staff, shall be permitted access to the secured area and nothing shall be touched, moved or destroyed until the Office of Investigations has completed its examination of the secured area.N.J.
