Section 13:95-15.1 - Juvenile access to courts(a) Juveniles have a constitutional right of access to the courts and appropriate access to reasonable legal services, which shall include the following: 1. Establishment and use of a law library or access to legal reference materials;2. Photocopying services;3. Opportunity to make legal telephone calls (see N.J.A.C. 13:95-15.7);4. Provision of supplies, such as pens and paper, when needed;5. Use of word processing resources to the extent that they are available;7. Assistance of juvenile paralegals; and8. Payment of postage for indigent juveniles.N.J. Admin. Code § 13:95-15.1
