Any criminal justice agency which has executed a "New Jersey Criminal Justice Information System Users Agreement" in the form prescribed by the Superintendent may access directly the computerized databases stored in the New Jersey Criminal Justice Information System, or NCIC or other states' repositories of computerized criminal history record information for the performance of administration of criminal justice purposes.
