N.J. Admin. Code § 13:20-43.3

A motor vehicle subject to inspection shall have the inspection performed at an official inspection facility, a private inspection facility licensed by the Motor Vehicle Commission, or a State specialty inspection facility operated by the Motor Vehicle Commission, in accordance with 13:20-7.3.
